Hmm, that was what I was thinking. Can we have a history setting, but the film it's self is not historical?

That doesn't make any sense. If your film has a historical setting (meaning it is set in the past) then it is a historical film. Don't make this more complicated than it needs to be.
To put it bluntly, all you need to do is set your film in any time period before the present day. It doesn't matter what happens, or whether it's based on a true story, just as long as the setting is not too recent.

Seriously though, I don't think that wouldn't really constitute an historic setting. Please, you are deliberately trying to complicate things - it's not half as complex as you're trying to make it.

And you are making it harder to understand, Hazzat. You just said that if I had an Historical Setting that would be allowed yet you have just said "I don't think that wouldn't really constitute an historic setting". I thought a historical setting was supposed to be BASED in the past. I did not realize that the people there had to be. People on previous pages are showing time travels. The same idea that I will be doing. But that means that I can't have a modern day person in a historical setting then? Oh, nevermind! I'll just go ahead with my idea

I'm making one about a guy trying to create a time machine so he can prevent the assassination of Archduke Frans-Ferdiland, thus preventing World War 1, World War 2, The Cold War etc.
The problem with that idea is that the major European powers were poised to attack each other, to the extent that any other event could have triggered the First World War.
could we do a "what if" theme? like what if the ussr bombed us during the cold war a sort of alternate-realitty thingymabobber?
