The problem is that reviewing is subjective, and it's always going to be. We have a list of standard guidelines, but different people have different interpretations. The story was slow and hackneyed, but the dialogue wasn't bad... should the story rating be a 4 or a 6? There was light flicker, poor sets, and simple camera angles, but they were framed well... a 3 for cinematography or a 5? There's no way to quantify things like this, and making an attempt to do so would only slow the reviewing process down even further without improving anything.
I'll refrain from commenting further until I've talked with the staff. Your film will be posted in the Panel forum for possible re-review.

EDIT: OK... If you honestly think that "The Missing Piece" is better than "The Smoking Pun," any attempt at rational discussion on my part is likely a waste of time. Every single shot in your film was from the same high angle, most of them were out of focus, the sets were minimal, the story was impossible to understand most of the time... if I'd reviewed it, the ratings might have been even lower. "The Smoking Pun" may not have been a masterpiece, but the timing was good and had a short build-up with a decent payoff. Think that's just my opinion? Check the community ratings... "Missing Piece" is a 1.86/5 with seven ratings, while "Smoking Pun" is a 3.0/5 with five ratings. Be careful what you wish for...
I have to reluctantly agree with you "Magical World" probably shouldn't have been recommended, but at this point it would be useless (and rude) to reclassify it so late after the fact.
By the way, enjoy the new friends you made by throwing them under the bus like that.
