Topic: Fairy Tale Cloud Effect

Sometimes in the start of a Fairy Tale move it has an aerial shot with the clouds in-front of the camera/view while it zooms in closer to the place. For Candyland in the start I would like to do that for London. I have a Micro-version of it, I just want to know how do I make the clouds?

You could do it in Gimp. With These brushes

If you're up to post production work and don't care about actual depth and realism of the clouds, then just create some transparent cloud images and simulate moving though the clouds on an effects program.
