I don't think we can, part of the reason for the 60 second limit is to keep the database from being flooded, which was a problem on the old BF.  As stated in the original request thread.

IMO if it takes people substantially less than 60 seconds to write a post there is likely a deeper problem here.  I know some people write all their posts at once in tabs, so perhaps that is the source of this request, but this is rare and unnecessary enough (why not write posts one at a time?) that I'm not sure it would be worth making the change.

And yeah, the whole site-by-committee election system at BF was pretty unsuccessful so I don't think it'd be smart to recreate it here.

Maybe some people are fast typers, and some responses don't require long posts.

I'd like it to be 30-40 seconds at least.

"align" is used with HTML, not in the BBcode as far as I know.  But if it was in the bbcode I don't think it would look to good for reading posts.

So forums do allow for text to be aligned differently but I don't see the point. Maybe it wouldn't matter if the page had a narrow width becasue then all the posts would still be one under another. If the page width is quite wide (like here) then it looks a bit messy.

There's really no need for it.

We now have the option to receive email notification for private messages.  The setting for this is in your profile settings.
