I am slightly comfused, what is a url.? when I submited the film it never asked me to upload the video, did I miss something?

Technically speaking, he did enter a URL. However, "somesite.com" is not a legitimate hosting site. You'll need something like YouTube or MediaFire, which will host the file.

You can't submit a film that is not available to watch. That would defeat the purpose of the directory. I'll just reject the film; if you ever upload it to YouTube or a similar site, feel free to submit it.
On a sidenote, TOY entries aren't allowed to be posted until after the contest deadline.
