I think MMCB is closed right now, but here is a custom kilt he made. You could probably get some made by him for pretty cheap.
MMCB say there not going to make any more customs yet but i agree with manvan, its the closest u'll get to a kilt
Well I have an idea for a good one so I will post a picture as soon as I can.
Get out some cloth and cut it.
The Republic Gunship comes with a sort of skirt for Asajj Ventress, I guess you can use it as a template. Tell me if you want some pictures.
Ok. I couldn't help it. After seeing this thread, I went and made my own crappy little kilt:
What I did was take two capes (they were supposed to be the same color) and cut them both down to a small size (which I didn't do very well). Then I placed the little holes of both of the capes in between the torso and the legs. It wasn't that hard but my cutting skills made it look like the kilt came from a garbage can.

Too square, needs to wrap around the body like a skirt, not like a cape
This one is TLC.

You can raise the legs of the figure and brickfilm regularly!
Angle One
Angle Two
Angle Three
uh, well it needs to be a tartan, you know plaid!
I saw someone make a lego kilt once, but I can't remember where...
EDIT: Ah! I found it!
