I would wager that there aren't many films on this site with good sound design to begin with, which part of the purpose of this contest.

However, it isn't just about good sound design. This contest is about integrating good sound design into your visuals and your storytelling.

How were you planning on using it? Because if you wanted it to play in the background of a scene, you could get the same effect by finding a similar style of music that's public domain or getting someone with musical knowledge to compose something in a similar style.

My film will include a visual reference to alcohol.  (there is no talking in the film in order to emphasize the sound design).

Will this be something that could disqualify me?

Nope.
It uses characters to which you have no legal right to call your own original creations.
As has already been answered, such characters may be briefly mentioned, but not shown or used.

Are we permitted to use a standard Lego creator set and the minifigs that are included in that set? For example, the Beach hut and the figures that come with the beach hut who, as far as I can tell, don't actually have names.

Yes, you can. Those are generic LEGO themes and the minifigs are pretty generic too. I wouldn't consider that an IP theme, in fact, people use creator sets all the time in contest brickfilms, especially the buildings.
