After the contest ends, you can make your video public. But not before then, because then it would disqualify you from the contest.

That means that if you submit your film to the judges, you shouldn't make a revision or re-edit of the film and put it on your youtube channel claiming that it's the film you submitted. If you keep your contest entry video unlisted and have an updated edition public, saying that it's the entry, you will be disqualified since you changed it after the contest deadline.

Once the film is made public, you can do what you want to do with it, whether submitting the film to BiM or whatever. Just to clairify, though, you have to use the Private Message link in the topic post in order to submit your film. Submitting it through the Films page on BiM doesn't do that.
