Not sure if it's always been this way, but isn't 20 kilobytes kinda a low file size for an avatar?

It hasn't always been this way, but only because it was 10 kb for years. Now it's double the limit recommend by the forum software. Fairly easy to make a 100x100 picture look good at 20 kb, if you use image editing software with some compression capabilities.
I find that this site is excellent for compressing jpgs without losing quality:
I haven't ever had a problem with the image size when using the JPG optimizer.
(It would be awesome if the next version of BiM could tap into it's API and auto optimize the images 
)
