Couple of things:
I do think there could have been a better lighting effect used at the beginning for the police lights. They seemed a little too distracting, and I don't think police flashers actually work that way.
And even though you said the sound wasn't all that great, I think it worked well for the "copper chopper" that was flying overhead. The problem with the sound was that the lady's voice acting wasn't very good (it was too quiet, and she kept throwing unnecessary periods at the end of every other word) and it kept being overlapped by other voices, most noticeably, at the very beginning.
It was like:
"Suspect."
"Armed and dangerous."
"Proceed with cauthe special police."
I didn't understand the joke, but I did like how you built up a storyline around the joke, which is rare in your other episodes. Instead, it's always sorta random.
I think you could have done better on the last shot. It was a little all over the place.
Lastly, and a little more on the positive side this time, the animation was very good, as were the facial effects. I can only wish you the best of luck on future projects.
You did a very good job here, the lighting and camera work I very good and a huge step up. The facial animatuion is really well done too.
But I have to be completely honest with you, I don't think your "literally" series is funny. The punch line can pretty much be predicted the second you hear the idiom you have selected to be the joke in the episode. You are seriously talented, and I think you could make something really amazing if you created a larger project.
PS: Also, I understand what you are doing by sharing your video on google+, but it is a little bit obnoxious and somewhat unprofessional to have so many posts in the comments section.

ok ,yeah, they may not have, but I wanted to protray them that way, mainly as they didnt have their sound on... maybe you think I should have spun the light around?
yeah, I was happy with the chopper sound, voice acting? yeah, got a friend of a friend to do that.. I see what you mean though.
the joke comes from the 'got everything but the kitchen sink' saying...
the last shot, yeah, I wanted to try using actual video too... that was the result

I have worked a bit on the facial animation, and gonna keep at it, yeah, its a side affect of when taking stuff people know literally. maybe, get the responses to be a little more over the top?
a longer comedy or action?
yeah, I know, I hate it to, but, i feel it has to be done....
