I'll answer Vegas as I have had experience with it for a year or two.
I'm not quite sure what the exact frame time to achieve 15 fps and I have forgotten, but that's because I don't do that. I use a program like monkeyjam which saves the frames as a video file. You can also import frames into monkeyjam to get a video from them. For Chroma-keying (greenscreening), you need to have all you pictures have a green screen in the background. Then you hit Event FX, then select Sony Chroma Keyer then hit ok. Click on the color, then either choose from the adjustable pallet, or use the color picker. If you input individual frames, you will have to repeat this over and over. If you input a video you only have to do it once. To add gun effects, make two tracks, place the muzzle flash on the top track, line it up correctly with the animation, then change the compositing mode to Add. Make sure to make the muzzle flash picture really small to about 1 frame for stopmotion.
   You can do the same with explosion video clips. As for masking a tv in, you'll have to line it up right and mask it correctly. I'd suggest you look at this list of videos and watch as many as possible. These will help a TUN!

You should find out via watching some of his videos. If not, it'll be a lot easier to make a tutorial than to type it out.

if you want to separate a specific part of the image, select it with the appropriate selection tool, and then add a layer mask. click on "white (full opacity)." Then on the part that you would like to be transparent, color it all black.

If you wanna move writing around after you create it, make sure the layer with the writing is active in the layers dialogue, and then go to the move tool and then kinda just move it around just like any other layers

yeah, I hope this helps, I kind of suck at explaining things. If you don't understand you should probably just look up a tutorial because I'm afraid I'll just confuse you more.

Here's a tip for Chroma-keying using Vegas Studio:
1101 EV explained how to chroma-key.  But to find just the right color setting, click the SNAPSHOT icon on any frame you're currently working on that contains the greenscreen without the filter.  Then open that file in any photo editing software.  Using the eyedropper tool (even bare-bones windows paint has that), select a color from the greenscreen field, and somewhere on the window, the program will give you the RGB information on that pixel.  If you're new at greenscreening, this saves you from a lot of tweaking in the filter box, as you can now just type in the RGB values!

I just never knew thast there was an eyedropper tool on the Chroma FX tool!!!!!!  1101 EV mentioned it earlier on this thread but I was multitasking at the time and also in a hurry and I missed that reading it.  It makes the aboe technique pretty pointless!  Do it 1101's way!

BUT

If you have snapshots of individual frames that you are animating with greenscreen, rather than a single video, you do NOT have to apply the effect to each individual frame!  Instead of applying effects to a frame or a video event, you can apply effects to a whole channel.  You'll see an effects icon on the channel bar to the left.  You can even apply markers to the timeline below the effets window and only allow the effect to take... "Effect" at certain parts of the timeline
