Well, if it's on manual it shouldn't be the camera. I'd guess it was the bulb.
Try doing more tests, try some others.

Would the preset modes for White Balance change like AWB? I can't do any tests since it is daylight here. Is it worth getting new lamps?
EDIT: those are the only two desk lamps I have.

On my camera there are preset settings for white balance or auto white balance. I used to use AWB, and it caused a lot of flicker, so I use the preset "halogen" setting. It seems to have reduced the flicker a lot.
