Here's what I'm trying to say:
If 12FPS doesn't look right, it's the animator's fault. Animating at 15FPS simply requires different increments and timing to make things look right than 12FPS. Something that takes 5 frames to animate (like a step forward) on 15FPS needs 4 frames to be just as fast on 12FPS.
So the framerate used is up to the animator. Personally, I choose 15. It's a few more pictures than 12fps, but that still doesn't mean it's going to be better. It all depends on how you animate. I don't know specifically who shoots at 12fps, but I've heard that many do.
