I got some Christmas money so I bought a few Steam games! Fallout 3, CS source and Half Life

Lucky, I want the Orange box, but I can't play M games.
I got call of duty black ops for christmas, problem is, I can't play it yet because i'm at my grandparents house.
I finally got fallout 3 and I can't stop playing! Got to go fall out!
Ok, so I got a new laptop and the first thing I've downloaded were Firefox and Steam. I got Portal on Steam that one day for free (yay) and has been sitting in Steam waiting to download because my old laptop had a crappy graphics card and it didn't perform well. For some reason, when I'm trying to download Portal now, the download is going extremely slow and it sometimes just stops. It is often downloading between 400 bytes-40kb/sec. and at one point it went up to 600kb/sec. but then dramatically dropped back down to its average speed. I need help on why this is taking so long. I've updated all of my Windows stuff, and my laptop has 4GB of RAM and has a 2.5 Ghz processor. My old lappy downloaded things pretty fast but it only had 2GB of RAM.
Help is appreciated.

You don't need beta. It is a waste of hard drive space.
My brother just bought Star Wars: Battlefront II, which I'm going to be putting on my computer as soon as it's done downloading (Steam). I know all his passwords and stuff, so it's not really a problem.
I haven't played in a while, but I'd be up for a game sometime if you felt like it. I don't go through Steam though, so I dunno how much trouble that would be.

I have a Steam question. If I've made progress ona single player game, and I install it on another computer, do I pick up where I left off on the first computer?
I finished the campagin for black ops today. It was pretty interesting I must say.
