As long as the story is set in the past, it is a historical film. (An historical film? I never quite worked that one out.) There's no need for a massive event to make your film qualify.

Come on folks, please stop pressuring Smeagol by constantly checking if your idea's OK. To qualify, all you have to do is set it in any period between the dawn of time and, say, the 1990s. The 90s might be too recent, but it depends on what you choose and how you present it. The point is not to tell a story set in the present day or the future. It doesn't matter if your characters and/or events are fictional or if they actually happened; no one here doing non-fiction is going to be able to create a word-for-word recreation of their events so it's all fiction to an extent anyway.

Now stop posting here and get on with your pre-production!

It's LEGO, you can build anything.
If you seriously can't make a historical set with what you've got, just use a big sheet of light-brown paper and set it in a desert with cavemen or something. The possibilities are endless.
