This is a quick test that I did with adobe after effects.
I also included a breakdown of the fx and stuff....

That, good sir, is pure awesome sauce! The smoke and sparks were a nice touch. The animation wasn't too bad either. Hope to see more

Can i do that with photoshop elements 8?
hmmm... yes and no. first you would go to detonationfilms.com and grab some muzzle flare stock footage. then, ideally, you would export the stock footage and your video footage into an image sequence and edit it frame by frame. to get rid of the black background you would switch the blending mode from "normal" to "screen" Then, you would find the frame where the flare is the brightest and copy your base layer and set the blending mode to "add" (which will brighten it up) and erase anything that wouldn't be affected by the flare.
So basically, it's possible but really hard. I'm using after effects, so it's really much easier.
