The lighting was right for night, but the rain seemed a bit flat and had no depth. Also if you can try to add puddles to make it looks as if the rain is hitting the ground. Check out Smeagol's video "Unrenewable", it has a few scenes with a good example of rain and water on minifigs.
Be aware that if it's raining sideways, you're going to need to do some good sound design to convey the windiness of the night. It usually doesn't rain like that unless there's a lot of wind.

Sqirlz is indeed free.
You fell into the same trap that just about everyone I've ever seen use Sqirlz make, and that's adding only one layer of rain. Add at least two or three, with the ones "further back" smaller and more blurry. Puddles and/or splashes to indicate the water hitting the ground would be good, too.

The rain looked unfinished. Adding onto what Jargon said, the rain was a little slow and it looked more like snow than rain.
