Yes what BertL said but Monkey-jam and other programs are much better.

if I where you, i would not use WMM at all, it is horrible for animation. I would use Monkey jam or Helium Frog, those are free animation programs and they work much better.
However if you have to use WMM for some strange reason
you should export your clip, then reimport it and add an effect WMM has called "Speed up Double" this should help you get a faster rate, but it will still look clunky.
I would go with Helium Frog or monkey jam as I said before.

actualy windows movie maker uses 8 fps when you double it will be 16 so i just get my pictures from monkey jam save the video with any fps then edit with sounds and titles on wmm so its really all up to you

But If you want to do mouth animation, movie maker is a free way, but still sucks

Here use the program I use...
The file is huge when you export though, I run it through WLMM to compress it.
