I never get the suggested ages on LEGO, LEGO is meant for kids, we have sets that are like 16+ and stuff. I mean, you have the freaking instructions on how to put the dang thing together, it's not rocket science... oh wait yeah it is;
Some builds are more complicated than others. Parents want to know if the set they're building is going to be appropriate for their children.

A baseplate that size (not a road baseplate, just a normal green one) is about 4$ each around here, so that is like ALOT of money. That was cheap!!!
