Keyframe it.
If by "motion camera effect" you mean making the footage appear handheld, yes, it's possible, just a lot of work and nearly impossible to pull off perfectly. As goldencamerastudios stated (kind of), you have to do it manually using keyframes. Blow your clip up to 110% scale, then set keyframes for the clip center and rotation every few frames and offset each in a random direction. However, as FCE doesn't allow you to use bezier interpolation for position keyframes, your clip will bounce straight from point to point instead of a more natural, rounded motion.

If by "moving camera effect" you meant something else, I'm afraid you'll need to explain it a little better.
I know that you can surely do Keyframing in Premiere as well as After Effects, you should try searching some tutorials for keyframing with Final Cut Pro.
