Well, to register a .com domain name it's gonna cost you. Most website builders that are free aren't worth even that. I'm sorry, but if you want a website, you're going to have to shell out a little bit of cash for it.
There are free website builders, but the hosting is gonna either cost money or be rubbish (sometimes both). You can get .co.cc and .co.nr domains for free but to be honest they're no better than sub domains. Your gonna want to buy a .com, .net or maybe a .ie as your from Ireland. personally i would go for a .co.uk because they're really cheap.
Just_a_Minifig is right your gonna have to spend a little bit to get a website. But you could get away with using a free host, and just buying a domain name. Or if your sister just wants a blog she could use blogger.
You can get free sites, but they ten to be subdomains rather than normal domains. So if she wants the domain "example" then she could get example.company.com but not example.com - at least not without spending money.
A domain you can get for under $10 normally for a year, and there are some hosts that specialize in very cheap sites with "free" domain included - usually around $5 to $10 a month. But read the fine print because some hosts have fairly strong restrictions.
Set up a basic website for free - no problems. Full function domain for free? Sorry, not available.
