I was thinking of making a Doctor Who LEGO stop motion animation film about 10-20 minutes based on the modern series. With The Doctor as 'David Tennant'. It would be filmed at 24 FPS and I will try my best at special effects, the opening credits will be film in front of a green screen and with a LEGO made TARDIS.

LEGO Doctor Who = big cliché.
I love the idea. I was thinking of doing one myself, and a friend of mine is making an entire LDW series.
I think its a good idea but for a good series you need a good opening episode so i would spent alot of time finding out what people's favourite bad guy/aliens are for a great beggining and it is quite difficult to get voice actors for a series
Ok my budget is $1,000 AUS Dollars (because I need more LEGO) and when I make films I plan and plan and play. I write full scripts, storyboards and I animate until the animation is the best it can be don’t me to brag. And I also contact the local schools that I am looking for voice actors. They normally don’t mind.
well for the doctors coat you could buy a tan/dark tan trench coat from MMCB, that would make the doctor look good
MMCB is a custom minifig clothing shop, here's the link to the trench coat i'm on about, i've got one in dark tan which would make a good coat for the doctor
Simpsonking, if you need any help with voices I can do some voice manipulation stuff in Audition or Audacity if you like...
For Daleks, I got a board game a while ago with 6 small plastic ones, and I got DWA recently with 5 more. Maybe that's just me, but it's what I use.
Silver Fox, I think simpsonking should make up a new alien for an opening episode.
Okay, if you do go through with this, I'd keep these two things in mind:
- Have a good script. All good films should have good scripts, even if the effects and stuff are bad.
- Don't mess with the Doctor Who universe. Like don't kill any major characters, or bring back the time lords, all that stuff. Keep it nice and clean.
If you keep those in mind, then I bet this could be a great film. I eagerly await.

I haven't even started filming "Infinity" yet, so LEGO Doctor Who will be hold till Infinity is done. So next year will be the time you can ask.
