I just got a PM from rycroftfilmz, he says we ARE allowed to use copyrighted music in our videos.
Oh, I was going to use 'KC & The Sunshine Band' and 'Kool and the Gang' songs anyways.

I actually have already completed a minute of 15 FPS in about a week or so, it's not actually that hard.
I once completed a minute in a day. 
I'd enter this contest if I had the time, maybe I'll enter next year.
Completing a minute of animation doesn't take that long unless your doing complex stuff like crowd shots and pans.
