hey guys (again), i wanted to know how to make a lego tv (which plays another video), i suspect its some sort of chroma key, or bluscreen/greenscreen. plz tell me how 
Depending on your software, you can superimpose the TV footage onto where you TV set is. Keying wouldn't be necessary in this case.
But if you want to use bluescreen/greenscreen, then your TV set's screen would have to be of a color that can be keyed out (Green/blue, etc.)
