I ordered a head off of bricklink to find that on the designated torso, it is stiff and hard to turn. how do I make it easier to move without doing something drastic?

You'll get little yellow shavings coming out. Keep testing the head to see if it's loose enough.
yea, whenever i get a new set, i turn the minifig heads at least 25 times to make sure they stay loose.
