Well, I think there would be more people reacting if there were black people in the sets. As in someone would find something that would make that guys role in the line racist.
They started making black minifigures in the basketball line because the people they were based on would probably be slightly offended if their skin colour was changed (and the same goes for Star Wars).
LEGO people are yellow and that's because they're not real people. Q.E.D.

It would be impossible to make them throw the ball if they had normal minifig arms

The reason, and yes, I looked this up, they make most minifigures yellow because lego is made to apeal to children of all ages and race. therefore, the use of light flesh in city sets may offend some countrys, same with flesh, dark flesh, Ect.
Why isn't there a black smiley? IT'S RACIST.

Surely lego stopped producing black figures because they wanted to move on with the yellow, but the lego company has produced other skins such as white or green

Yes, but they're not humans so that's hardly racist.
I think this 'debate' is absolutely ridiculous. But I'm not going to lock it until it degenerates in to a mess of lolcats and IBTLs.
THERE IS BLACK, YELLOW, and FLESH-COLOR, now everyone shut up because this is just the way lego does it. 
They always put flesh tone figs in unoriginal things like star wars,indiana jones etc.
I Do belive, that they made the 'Flesh-Heads', if it's a ''Real'' Person they're trying to match.
Eg.:
Star Wars, Indiana Jones, They all have Flesh-Heads, compared to City wich doesn't.
And City, Are not supposed to be made after real persons, Therefor Yellow.
