Brickcellent, it basically comes down to this:
If you didn't make it, then it doesn't belong to you. And unless otherwise noted (like if it's in the public domain), there is probably a copyright on it, which limits your ability to commercially use it. You can try to reach an agreement with the original creator, but in the case of something like MGS music, you're probably not going to get it.
But would they really know the Sound FX are from MGS.
Yes they would.
Even if they didn't, it would still be illegal.
But how come when you download sound effects you can still gain revenue from them.
You can't.
If they're royalty free sound effects (or sound effects you recorded yourself), you can. But otherwise, no.

Again, YouTube uses some kind of Software, Tracking people down.
It samples the two soundtracks, Seeing if they're the same.
If they are, They'll get muted.

Actually YT doesn't give a rats ass, it is the media companies and they have forced them to comply, so YT has now become their lap dog or face legal action themselves. Viacom are the worst ones, they go for the throat every time, heaven help anyone that crosses them.

What if I got someone to compose music,
that sounded some what like this for the first 10 seconds
and the rest of the song be completely different.
Would I get away with that?
Yes, because it's not copyrighted. Also, is there a chance of becoming a partner if you have copyrighted sound in older videos?
Yes, you just can't make money out of those videos.
Great! I just got the required amount of views yesterday! 
Bear in mind that 100,000 views is the general rule - someone sent me a message recently saying that they had 250,000 and got rejected.
It seems like they want consistency, instead of having 40 videos with 200 views they'd rather have less videos but with more.
Ouch... 
That stinks. I have 101,000 something, so I have a decent chance. (Maybe). 
I now have 125,000 applied a week ago, no response 
It took me almost 2 months to get my reply.
I only got accepted the third time - the first response took about 12 hours, the second took about 3 and the third (successful) one took 24.
They really don't want us to take their money, do they.
I submitted my application like, 4 months ago or so......I've never gotten a reply. 
But hey, I'm kinda over youtube, I don't really care at all anymore.
EDIT: As it turns out, I just recently got a reply. I don't have quite enough views, which is the answer I was expecting to get. Oh well.
