It's "Future Shock"

Ok, so what we have is this (i'm just gonna put it together for everyone):
- The actor in the frame played in a Clint Eastwood movie. The frame itself is not from a movie with Clint.
- The frame is from a sci-fi/action film.
- It's more recent than 1953 (was obvious anyway)
- Bill Paxton is somehow related.
My guess is it's either this:
1) Taking Tiger Mountain (released in 1983, ridiculous plot, features Bill Paxton)
2) Aliens (epic film, Directed by James Cameron, features Sigourney Weaver).
These are rather guesses.

LOL the answer was in front of me all along. I rejected it because I thought "no way he'd pick a movie that well known!"

The guy in the frame is Joe Farago and he has played an Anchorman in both Terminator and The Rookie (a 1990 movie featuring Clint Eastwood and Charlie Sheen). Here's how he looks now, he got old.
