It's "Future Shock"
- 1994 movie
- The guy in the frame is Eric Parkinson the director of the same movie
- Filmed in California.

Hint: It's also an action movie.
Ok, so what we have is this (i'm just gonna put it together for everyone):
- The actor in the frame played in a Clint Eastwood movie. The frame itself is not from a movie with Clint.
- The frame is from a sci-fi/action film.
- It's more recent than 1953 (was obvious anyway)
- Bill Paxton is somehow related.
My guess is it's either this:
1) Taking Tiger Mountain (released in 1983, ridiculous plot, features Bill Paxton)
2) Aliens (epic film, Directed by James Cameron, features Sigourney Weaver).
These are rather guesses.
Ok, so what we have is this (i'm just gonna put it together for everyone):

LOL the answer was in front of me all along. I rejected it because I thought "no way he'd pick a movie that well known!" 
it was a decent challenge my friend!

- O.J. Simpson was considered for the Terminator, but the producers feared he was "too nice" to be taken seriously as a cold-blooded killer.
- The initial draft for the movie was sold to James Cameron's wife, Gale Anne Hurd for the price of $1 only.
- Arnold Schwarzenegger's famous debut line 'I'll be back' was originally scripted as 'I'll come back'.
The guy in the frame is Joe Farago and he has played an Anchorman in both Terminator and The Rookie (a 1990 movie featuring Clint Eastwood and Charlie Sheen). Here's how he looks now, he got old.

Larry you can have the frame because I totally cheated (as in I've never seen that film and just looked for popular scifi films on Bill Paxton's imdb) and also if I post something it will be totally random and nopony will get it

I'm pretty sure it is the reading room in the Library of Congress.
Perhaps a hint then? Because I've got no idea as of now and only Loic managed to at least give it a shot, everyone else is enjoying the silence of lambs lol.
