I plan on having my main character walk in the rain for a bit. does anyone have any idea for to make him look wet from the rain in camera?

Try spraying the minifigure with water from a squirt bottle. However, make sure that you don't spray too close to the set, or the drops of water will be to big to be realistic. This looks better if you add a rain texture in post. Hitfilm 4 Express is a free program with rain effects.
