Okay, dumb question, but is it possible to post a video from a file on your desktop?
I am new and i really need to know because I don't have a YouTube or Facebook account and I want to show off my films.

Welcome to BiM, Super Squid! Since my name is Squid, I feel it might be fitting for me to render assistance.
Bricks in Motion is not a video hosting site. The forum page you create when one submits a film is more of just a link to another place where one uploads videos. Thus, you will have to first upload you video to YouTube or another video sharing site, then you can go through the process of submitting your film to the releases forum. Once you click the submit button, at some point you will be asked to provide a link to your video. Simply use the link from YouTube.

The forums are not a place to upload pictures or videos, as the website doesn't have a way to store them. You can link to them in various ways however if you were wondering.
The best way to show your completed videos would be to make a youtube channel, which is entirely free, and submit it via the easy to follow film directory. If it's a video for any other sub-forum, just paste the video url into your post.
For pictures, I recommend imgur which is also free and you don't even need an account. When posting a picture, make sure to copy the direct link, then post it like this:
[img]www.example.com/some_picture.jpg[/img]
The url goes between the img tag which can be typed or added using the image icon above where you type the post.
