I do see what you mean, though I do think it may be on the risky side to make you video for THAC in 4K, as it could take a long time to upload due to the file size. But if you have the connection to handle that, than I say you should go for it.

I think submitting the URL that the video will be at once uploaded/processed is before the cutoff is fair. Like Hazzat says, you receive the URL once you begin the upload (meaning that your film has to have been completed by that point anyway) and it doesn't change.

Given varying internet speeds around the globe and that some places (*cough*Australia*cough*) have very slow internet in comparison, this seems a fair way to put people on equal footing.
