I have always wanted there to be an online service that would allow me to design my own minifigure with an interface like photoshop's and have the minifigure I designed packaged and shipped. It would be like Cafe Press or Zazzle.

Really? Not one response over the course of 1 month?
As far as I know no one has made anything like this, but maybe you could contact the people at Minifigures.co.uk, I think they will take requests for minifigures.
