if you need a program to use em, try wax 2.0, google it
If you have some money, I would check out the stock pack Action Essentials 2. Alot of great effects footage.
Do you need the stock footage, or do you need someone to do the effect for you?

Action Essentials 2 effects footage has many fire effects, example. Or Action Movie Essentials.
Well first you should get some fire footage then greenscreen it to your stop motion. Im not sure where the fire would go or if theres way to move the footage but thats the way i would do it. for greenscreening I would use kdenlive cause I use linux
