Why can some people (not administraters) post contest but some can't (me)?
People have a tendency to post contests that show little planning and have prizes like "I'll sub you" when we let anybody post contests in the contests forum. If a contest is posted in the General forum and it is well-organized, it'll usually be moved to the contest forum by a moderator.

I think he's asking where the General Film Discussion thread is. If that's the case, it's in the green section of the forums, right above Other Films.
