You could lower the pitch and/or speed in Audacity to make your voice sound lower.
Just get Obama to voice act for you.
What programs do you have at your disposal? Doing it in, say Adobe Soundbooth or Premiere is easier than in Audacity for example.

W-w-wait. What's your film about that you need Obama in it?
Basically my friend needs this but doesn't have a account set up here. So I posted the question for him he needs Obama for a voice he is doing. And all he has for voice software is Audiocity and he does have Adobe Premiere 8. So hope that answers all question any help would be GREATLY appreciated.

It's easy with Premiere. Import the voice file and search the effects for PitchShifter. Put that on, twiddle the knobs to drop it by a few semi-tones and Export Audio.

OK he just tried and he emailed me the voice it sounds nothing like obama

Lowering the pitch if your voice is high might help emulate the effect.
Obama has a really interesting cadence to his speech; the odd way in which he puts emphasis on the wrong words (or at least different ones than normal) in the sentence, together with lots of little pauses after the emphasized words are some of the more obvious elements, I think. I'd say listen to a few of his speeches or interviews and just try to work from there as a reference point.
