What do you mean by sync lips? Mouth animation kinda thing?
And what do you mean by syncing them into elements?
I just have one picture, almost a Rectangle but the bottom is a bit wider then the top, I then listen to the Audio as I move along frame by frame, placing it, and then shaping it to look like your mouth does when it says that word.
HIT: my Vids on uTube are done before I started doing it that way, well except for the Joker's mouth test.
Oh...I get it. Create a garbage matte or a mask and keyframe it to make an animation.
Never seen their mouth movements, can someone put out a link so I can watch them?

I dot't know...it's faster than doing it frame by frame.
0ldScratch lip syncs by creating the faces in Adobe Illustrator, then digitally putting them on blank minifig faces in After Effects.
You probably don't have both of these, so instead you could try GlueFace, which is a program designed for the sole purpose of giving minifigs moving mouths.
Alternatively, you could try it the old fashioned way...

I know how he does it, I wouldn't use the same software I would make mine look like his.
