Hi, does anyone know how to make your lego film at 15 fps using Adobe premiere elements 7? Please give a clear tutorial comment!

What about using a frame capture software such as monkeyjam or helium frog?
Then put it into adobe.

Yes, by using a frame capture program it will make life a lot easier for you. I'd recommend Helium Frog.
