I'm looking for someone who can tell me how to make a believable city in ldd to place on a green screen.

LDD is probably not your best bet, since it isn't very photorealistic. You're probably better off looking into using LDraw and a 3d app.
If you'd still rather go with LDD, though, you'd just build the city yourself (probably in miniature) and use the camera function to take a picture of it, then key the picture into the background of your shot.

but as I see that you're a bit new to brickfilming, I would start with just making something simple instead of making a HUGE city.
Making any thing in CGI is not that easy. You might need software like Lightwave 9 or some thing on the scale your thinking you whould need Houdini and that is not cheap. Sorry

Modeling anything in CGI might be easy for someone that has been doing it for years, for someone that is new to the 3D model world can find it hard.
You can download Backdrops print them out and stick them up around your set. Or if you know how to use Blue/Green Screen that would be your best option.
