Well, you could just greenscreen it in if you had a program like MAGIX Movie Edit Pro 14, but otherwise it's rather difficult if you actually want to make it frame by frame in Gimp with a premade image that you got off of the internet, wich I personally think is much better. It requires a lot of masking to do it the Gimp way though.
There is a good Tut for making Muzzle flashes in Photoshop or GIMP (just not MSPaint or paint.NET).

go to detonationfilms.com then find muzzle flashes and screen it
If you're gonna make a cheap-looking GIMP muzzle flash, don't waste your time. Just overlay this image into your editing workspace.
