Actually there is. You have to download the GIMP Animation plug-in (or is it already embedded? I forget) and you use multiple layers and convert it to a GIF. Use Google for tutorials on GIMP animations. Here's are a few (poor) examples by me.

Agh, please don't quote images, especially if they're animated gifs (and it was only the post before).
Is the animation plug-in still available? It wasn't last time I checked.
I find it funny that a community about animation so dislikes animated graphics ![]()
