pretty much for breeding any pokemon you want. Even some legendary ones.
I never understood that Pokemon. What the heck was his purpose?
Quite simple, he knows one move, that, for the rest of the battle, would let you use that Pokemon and it's moves.
@Frogtrap: Breeding wasn't added until Gold and Silver, and it existed before taht.
