Yes you can, under the video you just click "comments" then it will let you write one aswell.

I read on YouTube that every account is switched to the new design at 15 July (for partners 29. July) !?

So it seems that on July 15, the new (crappy) beta YT channel design will become compulsory for all users, not just an optional choice as it is now.
While this isn't a big enough deal for me to drop everything and leave YouTube, I definitely am against this move...and it seems that several thousand other users are in that same boat. I'm actually surprised YouTube is still going through with this, considering the immense negative response the new channel design has gotten.
I like the new channels. Seems a lot more efficient than the old layout. Only problem I have with it is that it doesn't let you search your favorites like you can with your uploads. I have 289 favorites, and finding a specific one would take forever.

I've seen the new layout. Personaly, I find it much harder to navigate then the old channals (which is probably just because im used to them)
I find the new design too hard to use,and It really doesn't give info about the owner of the channel unless you scroll down.
I personally think youtube would listen to the general community.
I doubt TaaB owns youtube...
