I know the lines you're talking about. You can reduce them by turning up the video noise, but if they're really bad, then keep your gain down and exposure up. Generally, when the gain is higher than the exposure, the lines appear.

I turn the lights out in the room and have just very little light on the set... Thats how i did this shot... I use a QCP9000.

In some editing programs (and even a few frame capture programs) there is a feature called Noise Removal where you can get rid of grain in low light situations. Lighting the set normally and turning down the exposure or upping the shutter doesn't always give the best results. It usually looks more realistic to light it like it really is at night, i.e. a distant/ambient lamp covered in blue cellophane along with a few street lights. The noise removal feature can be used in both your situation and the one I described.
