Tomorrow night's announcement video will just be for the theme and mods. All the info about how to submit your entry will be posted in a new thread called "BRAWL 2020 Starts NOW!" once the contest starts. But the submission process will be the exact same as last year.

When it says it must consist of at least 30 seconds of stop motion, does that mean that there can also be live action scenes alongside the stop motion?

"When it says that your entry must consist of at least 30 seconds" it means in length.  Meaning that your entry must be thirty seconds long or more.

For the live-action part: "Your entry must consist primarily of LEGO (or similar building-block toy) stop-motion animation. Live-action, CGI, hand-drawn, or other forms of film or animation may be used to supplement your entry, but stop-motion animation must be the primary focus."
