Well that's how it has been due to the old BF design. The question is there for films that already have threads, as in films already posted in the forum that will be submitted to the directory, to avoid creating a second thread. Most likely we will disable creating new threads in the Releases forum so that everything posted will automatically be submitted to the directory. (If a film isn't completed it shouldn't be posted in the Releases forum anyway, though if a director were to make some changes retroactively, that shouldn't be a problem.)
Sounds like too much rules and standards to go by, especially if a thread has already been created prior to the directory's release.
It also sounds like you'll be preventing anyone from creating a new topic in the Release forum without going through the directory submission first. That's fine in the future, but you're like introducing DVDs to a VHS market. You're rendering the old threads obsolete.
Why not let those who have already posted a Release thread use that thread for their submission. In other words, provide an option for the director to copy/paste the thread url of their film submission.
I plan to add some kind of tool to link the old threads to the new films, I don't want the old threads to become obsolete. However when the directory is finished only mods will be able to post non-movie threads in the release section (for stickies, announcements etc).

What about trailers? Where would you post them?
What about people who do not wish their film to be added to the directory they just want some critique on it.

That sounds like a good idea but I agree with randomparrot. What if you don't want it submitted to the directory?
Also, if you submit your film and it gets rejected, will the forum thread still be there (if you use the forum submission thing in the addfilm).
I have not forgotten about trailers, previews and films people don't want added to the directory, don't want to go into any specifics, but you will still be able to make posts like that in the Release forums.
