As far as I know there is no time requirement.

All one does is click the Chat link and it takes you to irc://irc.msgplus.net/#brickfilms - being an IRC channel, most browsers will just give you and error. If you have an irc client installed, then that should launch automatically when you click an irc link.

I'm using Firefox with Chatzilla. I haven't tried it with IE (I run this computer on Linux). Not sure what other advice to give...
