This is true. A lot of video editors have a chroma key built in.
It's probably best just not to use chroma keying at all if you can't afford the software it takes to do it well.
This is not true. Chroma Key is one of the most basic parts of special effects, and has been used for years, even before the digital age. Fancy and expensive software doesn't make chroma key work well. Even if someone has an expensive program like After Effects, but they don't know how to use it, the chroma key can come out terribly. It's the user, not the software.
There is a whole list of free software that does great chroma keying. I can personally recommend Blender. It's more of a 3D software, but once you get the hang of it, you will discover that it has masking, de-spill, and all the things needed for Chroma Keying.

What do you mean when you say "without having blue all over the set."? Do you mean around the edges of your objects, or is your set tinted blue?
Chroma Keying is not one of the more basic effects. It might be for a car commercial but to get it to a cinematic level it takes a lot a work. I have rarely seen a brickfilm that justifies a greensceen. They are always poorly done and the effect could be done with a printed piece of paper.
For the time being, I would also suggest trying to go more in camera practical. Then, when you can afford it, try getting Sony Vegas or something. Even if you do find a free program, it's probably not worth your time. You'd probably get better results going more practical than a free chroma keying software.
I wouldn't say that this is "Free" software, but Sony Vegas has exceptional Chroma keying effects
Stop Motion Pro is a video editor and has a built in Chroma Key. But it's not free...:P Try looking into Helium Frog. Might have one.
