I don't mind you doing some research and guessing, but the reverse image search is pretty lame, not you folks have everything you need to figure this out, make some guesses
OK, no one seems to be biting, that was The Science of Sleep by Michel Gondry, new frame, and I know some of you have seen this:

OH! OH! I KNOW THIS CAUSE I WATCHED IT AGAIN LIKE SATURDAY!:
Akira
Directed by Katsuhiro Otomo, who also wrote and illustrated the manga it was adapted from.
A giant teddy bear attacks someone in the middle of the movie
KANEDAAA!! TETSUOOOO!!!
The pre-adolescent Blue Man Group makes their first cinematic appearance.

Yes! You got it Sonjira, I just rewatched it Monday, I think this may be the greatest cyberpunk film ever made, Bladerunner has nothing on Akira.
While I haven't seen Blade Runner (something I hope to correct soon) Akira is an amazing film!
Now, here's mine. Hopefully not to obvious:

This Island Earth
Contains people with ridiculously tall foreheads, glowing space raspberries, and evil crustaceans with exposed brains
Made fun of in Mystery Science Theater 3000: The Movie
Made in the 50's
(Mystery Science Theater is the only reason I recognized this movie)
