At one point, it was a Toys R Us exclusive in Canada.

It makes pretty creative use of the 2x2 round tile with hole, odd little cone fez piece, and the carrot top piece.
Now, I'm not really "in the know" about these things, so explain the branch to me. Is this Groot as a sapling? Does Groot have the ability to turn into a little plant and recreate himself from it? Okay, that last idea sounded a little silly... but hey, I still haven't gotten over the fact that one of the "Guardians of the Galaxy" is named "Rocket Raccoon". 
I hope they start doing stuff like this with the SDCC figs. I really want this seeing that it will only be $4.99.

Just some slight differences.
Mainly the spaceship and the Groot sapling.
This one is much better than the yellow one from nowhere escape.
Really want this polybag, sooooo much.
Update....
Sooooo, those of you who were in the chat for it, I called every Toys R Us in my local county area.
All of the stores I called said the same thing....it's not on the shelf/not on the sheet 'to be delivered.'
Then, one of the last TRU's I called, the store manager picked up (who just happened to be a Lego fan as well).
He stated that there wasn't a slot for Rocket in the database after I gave him the model number.
This 'nice' manager called the district manager and asked him about Lego Rocket.
The district manager was stumped for answers. He couldn't come up with anything.
Now...here's where it gets weird.
The 'nice' store manager said that the only notable slot on the delivery list that stands out is the following:
Next weekend's slot stated...
"LEGO SPECIAL EVENT"
...but no other info was provided.
'Nice' store manager stated that this could mean a lot of things.
It could mean a 'giveaway', a 'build-it-keep-it event' or a freebie with the purchase of "__" amount of products.
He stated that next weekend's special event could very well be the Lego Rocket Raccoon weekend.
At this point, I believe the store manager may be correct.
I checked the TRU sale paper this morning....no Rocket Raccoon.
But, there's a TMNT mini set freebie with the purchase of $30 or more worth of Lego.

I'm baffled by the number of Lego Rocket Raccoon polybags that have been posted on Ebay this week.
Granted, this item was released in Canada over the summer, so that's where some sets could trickle in.
But how are people getting a hold of something that should not have been released yet?
I'm just waiting for a European release, so I can get one here in the UK.
ometimes the 2015 "eBay" things could be the seller's version of s "preorder". I see that with Transformers all the time.

This polybag was for sale at TRU for $4.99....you don't have to buy another set to get it.
You do have to go to the customer service/layaway desk and ask specifically for it though.
These were kept in a locked drawer. I had to wait on a manager with the key.
-Yes, these sets are limited edition. How many sets available per store...unknown.
-The purchase limit is one per person.
I'm assuming until all of the stores run out.
From what I saw, the shipping box looked kinda smallish.
I know when the manager opened the drawer, there were not many sets left.
It's difficult to say how many of these were produced, since I went there this afternoon and not first thing in the morning.

If you really want to pick up one of these sets, I highly suggest that you do so before stores run out.

but I was already aware of that. I wasn't talking only about the carded exclusives but about the minifigs exclusive in the SDCC sets. What I would really like is for Lego to only use the minifigs as previews for the following wave of sets (like the Bard fig).
